History of Philippine Constitution 1.Malolos Constitution (1899): The first Philippine Constitution was established during the First Philippine Republic under President Emilio Aguinaldo. It was promulgated on January 21, 1899, in Malolos, Bulacan. This constitution was significant as it marked the Philippines' declaration of independence from Spanish colonization. 2.American Period (1935):The United States granted the Philippines a Commonwealth status in 1935, and a new constitution was adopted on May 14, 1935. This constitution established the Commonwealth of the Philippines and provided for a transitional government until full independence. Manuel L. Quezon served as the first President of the Commonwealth.
